"파면된 윤석열 측근 김성훈 이광우 사퇴하라"...대통령경호처 직원들 연판장 서명

대통령경호처 직원들이 불법 계엄을 이유로 파면된 윤석열 전 대통령의 측근인 김성훈 경호처장 직무대행과 이광우 경호본부장의 사퇴를 요구하는 연판장을 공개했다.

연판장이란 특정 사안에 대해 여러 사람의 서명을 모은 서명운동을 의미한다.

이번 연판장은 권한행사 중지 청원의 건으로, 상명하복의 문화인 경호처 직원들이 수뇌부의 사퇴를 요구하는 것은 1963년 경호처 창설 이후 처음 있는 일이다.

다음은 대통령경호처 연판장 내용이다.

지금의 경호처는 '사병 집단'이라는 조롱 섞인 오명과 함께 조직 존폐의 기로에 서 있다.

김성훈 대행과 이광우 본부장이 사태의 원인 제공자이며, 이들의 권한 행사를 중지하고 물러나야 한다.​

두 사람은 대통령의 신임을 등에 업고 경호처를 사조직화했으며, 직권 남용 등 불법 행위를 통해 조직을 위태롭게 했다.

부적절한 언론 인터뷰와 사생활 공개를 통해 공공기관의 정치적 중립성을 훼손하고 조직의 명예를 실추시켰다.​

윤석열 전 대통령에 대한 체포영장 집행을 저지하고 계엄 관련 증거인멸 교사 등의 혐의로 수사를 받으면서도, 김 대행은 자신의 권한을 이용해 징계를 회피하여조직의 정치적 중립성과 명예를 훼손했다​

이들이 경호처에 계속 남아 있다면 조직 개혁의 동력을 잃게 되고, 외부 시선 또한 왜곡될 수 있다.

경호처 전체 직원 약 700명 중 오늘 오전 약 200명이 서명에 참여했다고 한다.

경호처는 관례적으로 수사기관의 수사 개시 통보가 있을 경우 직위 해제를 했는데 김성훈 대행과 이 본부장 등은 1월 초 경찰청 국가수사본부의 기관 통보를 받고도 3개월 넘게 직위를 유지하고 있다.

김차장은 파면 사흘 뒤 간부급 회의에서 윤 전 대통령을 따라 거취를 정리할 생각이 없으며, 경호처에 남겠다는 입장을 밝혔다. 그는 전직 대통령 경호부 편성과 차기 대통령 경호팀 편성 등 조직 관리를 마무리할 것이라고 말한 것으로 전해졌다.

Employees of the Presidential Security Service have unveiled a petition calling for the resignation of Kim Seong-hoon, Acting Director of the Presidential Security Service, and Lee Gwang-woo, Head of the Security Division, who were dismissed due to their involvement in the illegal martial law.

A petition refers to a signature campaign to gather support for a particular issue.

This petition calls for the cessation of their authority, and the demand for the resignation of top officials by the employees of the Presidential Security Service, who operate under a strict hierarchical culture, marks the first time in the 62-year history of the service since its establishment in 1963.

The contents of the petition are as follows:

The current Presidential Security Service is at a crossroads of its existence, having earned the mocking label of a ‘military-style group.’

Kim Seong-hoon and Lee Gwang-woo are identified as the root cause of the situation, and they must cease their authority and step down.

Both individuals, backed by the President's trust, have turned the service into a personal organization, jeopardizing its integrity through abuse of power and other illegal activities. They have also damaged the service’s reputation and undermined the political neutrality of a public institution through inappropriate media interviews and the public disclosure of private matters.

While under investigation for obstructing the execution of an arrest warrant against former President Yoon Seok-youl and allegedly instructing the destruction of evidence related to martial law, Acting Director Kim Seong-hoon used his authority to avoid disciplinary action, further harming the political neutrality and reputation of the organization.

If they remain in the service, it will lose momentum for organizational reform, and external perceptions may also become distorted.

Of the approximately 700 employees in the Presidential Security Service, around 200 participated in the petition as of this morning.

As per established protocol, the service typically removes officials from their positions upon the initiation of an investigation. However, Kim Seong-hoon and Lee Gwang-woo, despite receiving notification from the National Investigation Headquarters of the National Police Agency in early January, have maintained their positions for over three months.

Three days after his dismissal, Acting Director Kim reportedly stated in a senior staff meeting that he had no intention of stepping down alongside former President Yoon Seok-youl and would remain in the service. He also mentioned plans to complete the organizational management, including the establishment of the former president’s security team and the preparation of the security team for the incoming president.
