2025년 4월 4일 윤석열 파면, 비상계엄 발동으로 대한민국 우파 대통령 두 번째 탄핵

2025년 4월 4일 11시 22분, 윤석열 대통령이 헌법재판소에서 탄핵 인용을 받았다. 

이는 대한민국 역사상 두 번째 대통령 탄핵 사건으로, 18대 대통령 박근혜가 국정농단으로 탄핵된 지 8년 만이다. 이번 탄핵은 윤석열 대통령이 2025년 12월 3일 비상계엄을 선포하고, 국회에 군경을 투입하는 등 헌법과 법률을 위반한 것으로 인해 이뤄졌다.

윤석열 대통령은 2025년 12월 3일, 국가 비상사태를 이유로 비상계엄을 선포했다. 윤석열 대통령 탄핵소추 사유는 ‘비상계엄 선포’ ‘계엄포고령 1호’ ‘군경을 동원한 국회 방해’ ‘영장 없는 중앙선거관리위원회 압수수색’ ‘정치인·법조인 등 체포 지시’ 등 5가지였는데, 헌법재판소는 모두 위헌·위법의 중대성이 크고 국민 신임을 배신해 파면 사유로 정당화할 수 있다고 보았다.

윤석열 대통령은 박근혜 전 대통령과 마찬가지로 탄핵소추 사유 중 하나라도 중대한 헌법 위반이라면 파면될 수 있다는 헌법의 원칙에 따라 파면되었다. 또한, 현직 헌법재판소 재판관 8인의 만장일치 의견으로 탄핵이 확정되었다.

탄핵이 인용되면, 윤석열은 ‘전직 대통령 예우에 관한 법률’에 따라 금고 이상의 형이 확정될 경우, 전직 대통령으로서 누리던 혜택들이 박탈된다. 전직 대통령으로서 받게 될 경호와 경비를 제외한 교통, 통신, 의료 지원 등은 모두 중단된다. 또한, 윤 대통령은 한남동 관저를 떠나 서초동 사저로 돌아가야 하며, 비서관 3명과 운전기사 1명도 제공되지 않는다. 연금 자격도 박탈되고, 국립묘지에 안장될 권리 역시 상실된다.

윤석열 대통령의 탄핵 인용 후, 대한민국은 6월 3일까지 대선을 치러야 한다. 정치적 혼란 속에서 경제 회복을 이끌어갈 지도자가 필요하다는 목소리가 커지고 있다. 죽어가는 경제를 살리기 위한 새로운 지도자의 출현이 절실히 요구되는 시점이다.

At 11:22 AM on April 4, 2025, President Yoon Seok-youl was impeached by the Constitutional Court of Korea.

This marks the second presidential impeachment in South Korean history, eight years after former President Park Geun-hye was impeached for the "National Nongdan" (State Affairs Scandal). The impeachment was a result of President Yoon’s violation of the Constitution and laws, including declaring martial law on December 3, 2025, and deploying military and police forces to the National Assembly.

The grounds for impeachment included the "declaration of martial law," "Proclamation No. 1 of Martial Law," "obstruction of the National Assembly by mobilizing military and police forces," "search of the National Election Commission without a warrant," and "orders to arrest politicians and legal professionals." The Constitutional Court deemed all these actions serious constitutional and legal violations, justifying impeachment as a betrayal of public trust.

Following the constitutional principle that even one serious violation of the Constitution warrants removal from office, President Yoon was impeached. The ruling was confirmed by a unanimous decision from all eight sitting judges of the Constitutional Court.

Once impeached, President Yoon will lose all benefits as a former president under the "Former Presidents Act" if convicted of a crime punishable by imprisonment. This includes cessation of support for transportation, communication, medical care, and office services, except for security. He must vacate the official residence in Hannam-dong and return to his private residence in Seocho-dong. He will lose his presidential pension benefits and the right to be buried at the National Cemetery.

After the impeachment of President Yoon, South Korea must hold a presidential election by June 3, 2025. Amid political turmoil, there is growing demand for a new leader to restore the country’s struggling economy.

트럼프, 한국 자동차에 25% 관세 부과…미국 수출 1위 품목 타격

 

도널드 트럼프 미국 대통령이 3일(현지시간) 미국 이외 지역에서 생산된 자동차 및 주요 부품에 25% 관세를 부과하는 조치를 정식 발효했다. 

이번 관세는 한국 자동차에 직접적인 영향을 미치며, 한국의 대미 수출 1위 품목인 자동차에 큰 타격을 줄 것으로 예상된다. 

트럼프 대통령이 서명한 행정명령에 따라, 한국에서 생산된 자동차와 주요 부품에 25%의 관세가 부과된다. 이번 조치는 엔진, 변속기, 파워트레인(전동장치), 전기 부품 등 주요 부품을 포함한 자동차 수출에 적용된다. 이로 인해 한국 자동차 제조업체들은 단기적인 가격 상승과 미국 시장에서 경쟁력을 잃을 가능성도 있다. 

한국의 대미 자동차 수출 규모는 지난해 약 347억4천400만 달러(약 51조 원)에 달하며, 이는 전 세계 자동차 수출에서 약 49%를 차지한다. 현대차그룹과 한국GM 등 주요 자동차 업체들은 수출량의 대부분을 미국 시장에서 차지하고 있어, 이번 관세 부과는 직접적인 경제적 충격을 줄 것으로 보인다. 

트럼프 대통령의 이번 조치는 미국의 보호무역 정책의 일환으로, 자동차 산업에 대한 관세 강화를 목표로 한다. 이에 대해 한국 자동차 업체들은 미국 내 생산 확대 등의 대응 전략을 통해 관세의 충격을 완화할 계획이다. 예를 들어, 현대차와 기아차는 미국에 현지 생산 공장을 늘려가며, 현지 소비자 수요에 맞춘 생산 체계를 강화하고 있다. 

President Trump Imposes 25% Tariff on Imported Cars and Auto Parts

On April 3rd (local time), U.S. President Donald Trump officially implemented a 25% tariff on cars and major auto parts produced outside the United States.

This tariff directly impacts South Korean automobiles, expected to deal a significant blow to South Korea’s top export item to the U.S., automobiles.

Under the executive order signed by President Trump, a 25% tariff will be applied to cars and key components produced in South Korea, including engines, transmissions, powertrains, and electrical parts. This move could result in short-term price hikes and diminished competitiveness for South Korean automakers in the U.S. market.

South Korea’s automobile exports to the U.S. amounted to approximately $34.74 billion (about 51 trillion KRW) last year, accounting for nearly 49% of global auto exports. Major carmakers like Hyundai Motor Group and GM Korea, which rely heavily on the U.S. market, will face a direct economic impact from this tariff.

This decision is part of the Trump administration's broader protectionist policy aimed at strengthening tariffs on the automotive sector. In response, South Korean automakers are planning to mitigate the tariff's effects by increasing local production in the U.S. For instance, Hyundai and Kia are expanding their production facilities in the U.S. to better align with local consumer demand.

헌법재판소, 윤석열 대통령 탄핵심판 선고 2025년 4월 4일 11시

윤석열 대통령 탄핵 선고기일이 2025년 4월 4일 금요일 11시로 지정되었다.

2024년 전 국민이12.3 비상계엄 상황을 실시간 생방송으로 지켜본 이후 정확히 123일, 4개월 만에 결과가 나오는 것이다.

헌법재판소의 윤석열 대통령 탄핵심판 선고가 지연되는 이유에 대한 무수한 추측들이 난무했고 기나긴 4개월동안 많은 일들이 있었다.

2025년 1월 초 미국은 대한민국을 정책상 주의가 필요한 민감국가 명단에 추가했으나 국민들은 두달이 지나서야 할 수 있었다. 외교부가 이것 하나 체크하지 못한 것이다. 기존 민감국가 리스트에는 북한 중국, 러시아 등 25개국이 포함돼 있다. 민감국가로 지정되면 미국의 원자력 및 AI 같은 첨단산업에 접근이 제한되며 아직까지 지정된 이유가 밝혀지지 않고 있다.

비상계엄 상황으로 인해 많은 시민들이 지속적인 불안감을 느끼며 일상생활에 어려움을 겪었다. 일부에서는 불면증 증세가 심해져 정신건강에 문제가 발생한 경우도 있었다.

대한민국 경제는 위태로운 상황이다. 환율은 2009년 IMF 금융위기 때의 1483원만큼 끊임없이 치솟고 있다. 환율 방어를 위한 외환보유액은 4년 9개월만에 최저치를 기록했다. 탄핵 선고지연 뉴스에 따라 주식은 급락했다.

This comes exactly 123 days and 4 months after the nationwide state of emergency martial law on December 3, 2024, which was broadcast live across the country.

Numerous speculations have circulated regarding the delay in the Constitutional Court's ruling on President Yoon's impeachment, and much has happened over the past four months.

In early January 2025, the United States added South Korea to its list of "sensitive countries" requiring special attention in policy, but the public did not learn of this until two months later. The Ministry of Foreign Affairs had failed to flag this. The list of sensitive countries already includes North Korea, China, Russia, and 22 others. Being designated as a sensitive country restricts access to advanced industries like nuclear energy and AI, and the reasons for South Korea's inclusion have not yet been disclosed.

Due to the state of emergency, many citizens have experienced ongoing anxiety, making daily life difficult. Some individuals have developed severe insomnia, leading to mental health issues.

The South Korean economy is in a precarious situation. The exchange rate has continuously surged to 1,483 KRW, matching the level during the 2009 IMF financial crisis. Foreign exchange reserves, aimed at defending the currency, have dropped to their lowest point in 4 years and 9 months. The stock market has plummeted in response to the ongoing delay in the impeachment verdict.
